We used to always get the ATT&T cruise pkg. Recently off Explorer only having the Voom Surf-n-Stream and easily put my iPhone on air plane mode and used wifi calling for texts. Worked out well.
The ATT international passport daily plan works off your phone plan messaging and data, and if you have a few port days in a row you really can make this a good investment. Plus an extra phone on the plan is only $5. If we have to make a call while at sea it is $1.99 a minute from your cabin. We have found that you can say a lot in one minute- lol!

People in the port area not even associated with cruise ships would be getting billed for Cellular at Sea from all carriers, not just ATT, it the ship cell tower happened to be stronger than their local tower. The ATT basic cruise package is really easy to go over on your data. The cruise plus package is $100, and gives you more data but again you can go over if not careful.
