If you want to use Convert.ToByte(String, Int32) (because you don't want to re-implement that functionality yourself), there doesn't seem to be a way to beat String.Substring; all you do is run in circles, re-inventing the wheel (only with sub-optimal materials).

If you want to convert a digit (0-9), you can add 48 to it and cast, or something like Character.forDigit(a, 10);. If you want to convert an int seen as a Unicode code point, you can use Character.toChars(48) for example.

By the way, the fact that it does matter is the reason that Python moved to using two different types for binary and text data: it can't convert magically between them, because it doesn't know the encoding unless you tell it!
