The tums/baking soda/rolaids etc serve the purpose of increasing the pH of the stomach and GI, aiding in a higher BA/peak plasma level of the drug, as the solubility and permeability of things like amphetamine are higher in an alkaline/basic environment.

IME white grapefruit is incredibly effective with oxycodone. Cimetidine is good too but not as much. Never used tums but oxycodone is 80-90% efficient orally, so there's not much room for improvement as far as the drug making it into your blood. However you can increase the duration/power a ton by using the enzyme inhibitiors. And yes cimetidine does reduce stomach acid too
