What is a magic number? Why do many programmers advise that they be avoided?
In general, this is a really good answer…about magic constants. But "magic number" can also refer to special constants in file formats, debugging constants, etc. At the very least, I think it's important to make it clear that the magic numbers you're talking about are only one type of magic number, even from a "programming point of view".
ImportError: failed to find libmagic. Check your installation I have magic1.dll (along with the two other files the docs specified) in C:\Windows\System32 so I am not sure what the issue is. I would appreciate any help or workarounds.

It is sort of referenced here where that syntax like you are trying to use is displayed in an old notebook. As to your issue... Maybe pertinent is here? Did you try running a cell like %config SqlMagic.style = '_DEPRECATED_DEFAULT' before the cell magic one in your post? ...
