The Oregon surplus, also known as the “kicker,” is a way for the state to return excess revenue to taxpayers. The kicker may be claimed on the return for an odd-numbered year when a revenue surplus has been determined. The kicker isn’t available on the return for an even-numbered year.
If you want your Oregon refund apportioned between yourself and your spouse, you need to request it in writing. When your return is processed, we'll notify you of our intent to apply the joint refund to any debts owed to the state of Oregon. When you receive our notice, send us a request to apportion the refund.
