Credit scores are complex algorithms and there's no such thing as "low balling". Each model weighs credit factors differently, and consumers aren't privy to the complete formula. USAA has no benefit from giving you a lower score. FICO 3 is an older model and therefore probably cheaper for them to use.

I am a USAA dependent and thereby insured. I was insured in NY by USAA then but today I could not get insurance there for the same home, nor will they write insurance here in Rehoboth Beach. Seems, like much of the NJ and NY areas, they are not insuring in this area at all.
